Ivan started his life of service in 1968 in the Army Intelligence service in Okinawa Japan. He was then employed for 24 years in the Food Services industry primarily as a store manager in Knoxville. Upon moving to Knoxville he immediately became involved in his community. Beginning with coaching basketball and baseball, and eventually as president of the Parent Teacher Organization.

Ivan was first elected to public office in 1985, to the Knoxville Board of Education. Ivan was elected to the Knoxville City Council in 1989, and was reelected in 1993 and 1997. While a member of City Council, Ivan served as Chairman of the City Stormwater Committee and upon the completion of his final term of office, Ivan worked for the City of Knoxville in the Stormwater division.

Ivan was elected to the Knox County Commission in 2002 where he served on the Finance Committee, Board of Zoning Appeals, 911 Board, and the Knox County Beer Board.

Ivan is a long-time member of Wallace Memorial Baptist Church and the Norwood Kiwanis Club, he is the former President of the Christian Business Network. Ivan has served on the Board of the Young Williams Center, the Knoxville Volunteer Rescue Squad, Knoxville Green, and the Love Kitchen.

Ivan and his wife, Jane, have three children: Amy Harmon Cummings, Scott, and Steven, and four grandchildren.
